Photo: Likely a publicity still provided by Carto, given in both appearances it was printed in an article announcing his speech in two separate local papers, and the appearance in the FBI file seems like a publicity still. No notice on front or back of the still. An unlikely alternative possibility is that it was from either the Tulsa Tribune or Tulsa World, and they decided to share the photo with the other; in which case this is still free because they did not copyright the issue the photo it was contained in or the photo. · Public domain · Source
